Question:

Can we build an accurate and cheap rogue WIFI-device locator?

How:

Given only off the option to utilize of the shelf products. Is it possible to construct/program a rogue Wi-Fi device locator that will find the position of an unknown device located and/or possibly authenticated on a wifi network?
